Back in the 80's Ford installed those on LTDs, Grand Marquis and Town Cars. Those windshields were expensive as hell if you needed one replaced. Not sure if this is using same technology or not...most likely not.
Back then there were layers of gold (yes, real gold) metal film sandwiched between layers of glass which made the whole windshield electrically heated. It was powered by 75 volts off the alternator. When you turned it on it switched alternator current from the battery to the windshield. While the windshield heated up your car ran off the battery.

Mix 1 part water and 2 parts rubbing alcohol in a spray bottle and it'll remove the ice.

I haven't had to use it yet. I use a similar mixture to make ice packs in ziploc bags, the water doesn't freeze. I found the mixture online for the de icer.
